Think it is strong signal. Because critical point of this scenario is close (15600) and there were less liquidations at 17600 than at 19000 at last two movements down. That means that little fuel left for further fall. Less resistance will be moving up.
And the whole structere of fall from 60k+ price is all zig-zags. Which means that depicted structure is likely to pay off and we will see 100-120k price.
